STATEMENT OF POLICY
This policy shall govern the existing and newly-constructed housing facilities in the CvSU Employees鈥 Village at the Don Severino delas Alas Campus of 每日大赛网址首页进入, Indang, Cavite.
This policy shall apply to all faculty and staff holding regular or permanent status of appointment and found qualified pursuant to the herein stipulated areas of concern.
The award of a housing unit is considered a privilege and is open and made available to CvSU employees that meet the qualifications and requirements to occupy, for a limited period. The said privilege can be revoked or withdrawn anytime, in accordance with terms and conditions of this policy and pertinent laws, rules, and regulations.
Employees granted the privilege are encouraged to acquire their own off-campus housing as their permanent residence upon termination of the housing privilege.

QUALIFICATION CRITERIA FOR APPLICANTS
CvSU employees who are qualified to apply for a housing facility must meet the following minimum criteria:

  1. holding permanent status of appointment at the time of application; and
  2. does not own a residential house within 10 km from the CvSU-Main campus.

FILING OF APPLICATION
Interested employee who wish to avail a housing facility shall fill up an Application Form (UHCE Form 1) to be submitted to the Office of the University President, which in turn shall forward the same to the Committee for evaluation and final recommendation.
The said application form may be downloaded from the University website or may be secured from the OVPBRG. The Committee, thru its Secretariat, shall provide the applicant with UHCE Form 2 or the Housing Applicant Information Sheet that will serve as the basis for evaluation, including other pertinent supporting documents like copy of the Service Record.

Evaluation Process

  1. Upon availability of a housing facility, the committee shall convene to evaluate the eligibility of the applicants, prepare a ranking and recommend the result of evaluation to the University President.
  2. All entries made in UHCE Forms 1 & 2 shall be considered as true information. Misrepresentation in any information shall be a ground for disqualification.
  3. The criteria for evaluation of applicants shall be the same for both academic and non-academic personnel, as follows:

Notes:

  1. Only one designation shall be given score in the evaluation whichever is higher.
  2. Additional 5 points will be given if the qualified dependent is working in the University regardless of employment status.
  3. In case that both employee in a family applied for a housing unit, both could be evaluated separately but in no case shall their point be summed up.
  1. After evaluation the committee shall recommend to the University President through a resolution ALL the qualified applicants based on the ranks obtained from the points.

NOTICE AND ACCEPTANCE OF AWARD

  1. Upon approval of the University President, the committee shall issue a Notice of Award to the selected applicant.
  2. The applicant should sign in the Acceptance of Award to confirm their availment of the housing facility which should be returned to the Secretariat within three days.

EXECUTION OF OCCUPANCY RIGHT AGREEMENT

  1. Employees who are accepted the award for housing unit shall execute “Contract of Lease” with the University.
  2. The Contract shall be executed in at least six (6) copies, within ten (10) working days upon notice and acceptance of award. Such copies shall be distributed as follows: original copy for the Records Office, one copy each for the occupant, the Committee, the Business Affairs and Marketing Office (BAMO) and 2 copies for the Notary Public.
  3. The employee shall be allowed to move in upon submission of the three (3) copies of the notarized contract to the Secretariat.

CLASSIFICATION OF HOUSING FACILITY
There shall be three (3) types of housing facilities in the University classified as follows:

Class A: Permanent housing facility constructed in 2023 onwards designed for a family.
Class B: Old housing facility designed for a family.
Class C: Shared housing facility for bachelors/bachelorettes.

ALLOCATION OF HOUSING FACILITY

  1. There shall be an executive housing facility to be automatically assigned to the University President while the Vice-Presidents may avail a housing facility upon request to the President, provided that there is an available unit. Their term of stay shall be co-terminus with their respective term of office. The President may avail and shall be given priority in other unit upon completion of the term of office. Former Vice Presidents may also apply to continue the housing privilege subject to evaluation based on the criteria as stated in this Policy.
  2. There shall be a reasonable distribution of housing units among the academic and non-academic personnel, at the rate of 60% and 40% respectively.
  3. The distribution ratio must be considered to determine the priority group for the award of available housing. However, in case of vacancy, the vacant facility shall be offered to another qualified applicant should there be no one qualified to fill in and meet the ratio either for academic or non-academic employee.

TENURE OF OCCUPANCY

  1. Employees who may have the privilege to stay in the housing facility shall be given a maximum of ten (10) years. After which, it is assumed that the employee had established an own residence. The Contract of Lease should be for a period of two (2) years, subject to renewal. They shall be permitted to enjoy such right until their contract expires or has been terminated, or their services to the University was terminated either by resignation or retirement.
  2. Occupants with expired contract upon approval and effectivity of this revised Policy shall be determined immediately and an 鈥淥rder to Vacate鈥 shall be served by the Committee within fifteen (15) days. The Accounting Unit will make sure that the due accounts of these occupants on housing occupancy shall be collected through salary deduction. Likewise, occupants who shall resist the Order to Vacate shall be charged a penalty twice the current rental rate of the housing facility they are occupying.
  3. For the occupants who are still qualified to stay but fails to renew the Contract for a period of three (3) months after its expiration, the contract shall be deemed terminated and an ‘Order to Vacate’ shall be issued. After which, it is assumed that the occupant has established an own abode and the facility shall be deemed vacant. In such case, Section 12.2 shall also be applied.
  4. Occupants whose nature of stay was found not in accordance with this rule, upon investigation shall be considered illegal occupant, hence, they shall be issued an 鈥淥rder to Vacate鈥 and shall be executed within fifteen (15) days from date of receipt. All unpaid rents computed based on their length of stay upon investigation shall be collected through salary deduction.
  5. A 鈥楴otice of Termination鈥 shall be served by the Committee to the occupants concerned not later than sixty (60) days prior to the termination of the contract to give such occupant an ample time to settle their household, or to renew their contract.
  6. Occupants who shall be separated from the service with the University through retirement, death, disability or any other causes, their household shall voluntarily and automatically vacate the unit within six (6) months from the date of effectivity of such cause of separation.
  7. Occupants who consumed the maximum of ten (10) years may apply for an extension of only one (1) year subject to the approval of the President.
  8. Any occupant who left the facility vacant for a period of six (6) months shall be deemed voluntarily terminated the Contract. As such, the unit shall be declared vacant.
  9. Any occupant who commits violations of any provision in the existing Policies and Guidelines, after proven through investigations shall: (1) be warned in the first offense; (2) not be qualified for the renewal of Contract in the second offense; and (3) render the Contract terminated and shall be issued an 鈥極rder to Vacate鈥 the facility immediately in the third offense.
  10. The occupant who was able to establish an own abode shall voluntarily surrender the facility to the Committee and likewise shall voluntarily terminate the Contract to give chance to other applicants to enjoy the privilege.

RENTAL RATES AND MODE OF PAYMENT

  1. The monthly rent for each housing unit shall be determined according to the existing rate.
  2. A monthly payment of rent shall be required through salary deduction during the first (1st) quincena payroll.
  3. Upon signing of the contract, the occupant shall be required to make a deposit equivalent to two (2) months rental to absorb unavoidable arrears/defaults in payment, as well as to serve as reserve for clean-up work once the unit is vacated. However, these amounts shall be refunded to the occupant upon termination of the contract, the former if he has no outstanding account due for the University and the latter if he does the cleaning of the unit and its surrounding, repaired the damages, and replaced the broken and unrepairable items, prior to departure. Otherwise, the same shall be forfeited accordingly. The amount so collected in these deposits shall be kept in an authorized depository bank as a trust fund earning interest. Such interests shall be used to absorb deflationary costs in the performance of repair and maintenance of the housing facility.
  4. The schedule of rental rates for housing facility are as follows:

  1. The rates may be changed upon review and recommendation of the Committee subject to the approval of the University President.
  2. For water services, the following rate schedule shall apply; subject to increase of 5% per annum to cover inflation rate provided the rate shall not exceed the prevailing rate charged by the Local Water District of Indang.

In case of defective water meter, a fixed rate of P 300.00 per month for class A and B and P150.00 for class C shall be charge to the occupants.

  1. For electricity, the electrical services at the CvSU Employees Village are provided by MERALCO, hence, MERALCO rates shall apply. Occupants whose electric services are supplied by the University power system shall be charged according to MERALCO rates. The electric meter shall be provided by the University. For Class C, they will be charged a fixed rate of P300.00 per occupant.

MISCELLANEOUS PROVISIONS

  1. The occupant and immediate family (spouse and unmarried children, or parents, if single) are the only authorized occupants of the unit irrespective of head counts. However, smaller family unit could be allowed to accommodate other relatives or domestic helpers provided that when the number of occupants exceeds six (6), they shall be charged P200.00 per month for each additional resident. The monthly rent for each housing unit shall be determined according to the existing rate.
  2. The occupant shall be held liable for the conduct of their household members resulting to any damages.
  3. As the leased unit shall be used exclusively for private residence of the occupant and immediate family members, the occupant is automatically not authorized to sublease the unit.
  4. No alteration, addition or other improvements within the building shall be made by the occupant without the written approval of the University upon recommendation of the Committee and once approved, all improvements or addition shall become part and property of the University. Total costs incurred by the occupant shall be made deductible to the monthly rental subject to submission of receipts of all the materials used in the said improvement upon review of the Committees. However, improvement outside the building including garage and dirty kitchen may be requested and recommended by the Committee but shall be at the own expense of the occupant and will not be deducted from the monthly rental.
  5. The leased premises shall be kept clean and orderly at all times. Quarterly inspection and monitoring shall be conducted by the Business Affairs and Marketing Office for the purpose. An inspection report shall be submitted to the Committee for review and appropriate action.
  6. Unnecessary disturbances such as emanating from blaring radios, TV sets, videoke, car horns, firecrackers and any other disturbing noise shall be avoided particularly during rest periods.
  7. No permanent plants shall be removed by the occupant upon termination of the lease without prior approval of the Committee.
  8. Unless authorized by the Committee, no animals such as pets, poultry and livestock shall be kept on the leased premises.
  9. No transfer to another housing unit of CvSU Employees鈥 Village shall be allowed except upon approval by the Committee after due verification of the unit and validation of the grounds of transfer.
  10. No highly inflammable or explosive materials or chemicals shall be kept in the premises. Provided, fire arms kept at the housing facility are properly licensed by the authorized agency.
  11. Occupants are bound to follow university rules that have bearing to the proper utilization of the housing units or to the occupancy which includes strict prohibition on possession and/or use of illegal drugs and illegal gambling, excessive use of plastic and Styrofoam food containers and display of pornographic materials.
  12. In no case, should an occupant engage in business in the housing unit nor put signages to that effect.
  13. Occupants are required to report early signs of termite incursion to the BAMO and/or PPS for appropriate action.
  14. Occupants are expected to abide with the solid waste management system of the University and refrain from open burning of their garbage.
  15. Occupants shall exercise professional standards of social and moral conducts to serve as models in the community.

TRANSFERABILITY
The right of the occupant to the housing facility is not transferable and the usual procedure in awarding a housing unit shall be followed should the spouse or any of the children of the occupant desires to occupy the unit upon their retirement.

TRANSITORY PROVISION

  1. Applicants with pending applications filed at the Committee before the effectivity of these policy and guidelines shall be required to re-confirm their applications under these rules.
  2. All occupants whose contract is in accordance with 2009 Revised Policy, their contract shall be renewed January of the following year upon approval of this policy and shall adapt the new rules and regulation hereof.
