The Commission on Population and Development Region IV-A successfully conducted the CY 2025 Third Quarter Regional Population Executive Board (RPEB) Meeting on September 4, 2025, at the Babaylan Training Room, Gender and Development Resource Center (GADRC), ÿÈÕ´óÈüÍøÖ·Ê×Ò³½øÈë (CvSU), Indang, Cavite.

The meeting was attended by 12 Regional Line Agencies from the PhilHealth IV-A and IV-B, Department of Budget and Management, National Commission on Indigenous Peoples IV-A, National Youth Commission, Department of Agriculture Region IV-A, Philippine Statistics Authority (PSA) IV-A, Department of Social Welfare and Development IV-A, FriendlyCare Foundation Inc., Department of Health IV-A, National Commission of Senior Citizens, Department of Migrant Workers, and three SUCs including CvSU, University of the Philippines – Los Baños, and Southern Luzon State University.

The program opened with welcome remarks from Ms. Lynnette M. Tecson of GADRC, who highlighted the significance of CvSU welcoming the meeting for the first time. She underscored the importance of collaboration and meaningful dialogue in advancing population and development initiatives.

Commission on Population and Development CALABARZON Regional Director Marilyn F. Ogaya followed with her message, emphasizing interagency cooperation in addressing pressing demographic and social concerns.

Key agenda items included updates from the previous meeting, the latest census data, adolescent health and development (AHD) statistics, consolidated outputs of the PPD-POA 2023–2028 Workshop, and preparations for upcoming initiatives.

PSA reported that the Philippine population had reached 112.7 million in 2024, with CALABARZON accounting for 16.93 million. Meanwhile, the AHD report highlighted declining adolescent birth rates but pointed to persisting challenges, including rising HIV cases, making CALABARZON the second highest nationwide. Interventions such as peer-support programs, intergenerational dialogues, and youth hub initiatives were presented to address these concerns.

The meeting also discussed outputs from the PPD-POA Workshop, which mapped strategic interventions across education, health, labor, agriculture, and social welfare, ensuring stronger interagency collaboration.

Updates on the Regional Information-Service Delivery Caravan for Indigenous Peoples, set for October 3 in Tanay, Rizal, were also presented. The activity aims to deliver livelihood, health, and reproductive health services to about 350 IP beneficiaries and is proposed for institutionalization as a regular interagency mechanism.

Further, the board was apprised of the progress in the 2025 Rafael M. Salas Kaunlarang Pantao Award (RMSKPA), with 11 LGUs from CALABARZON nominated for their efforts in localizing the POPDEV agenda. The regional awarding is scheduled on November 25, 2025, in Laguna.

Under other matters, members agreed to include the Department of Migrant Workers (DMW) and the National Commission of Senior Citizens (NCSC) in the RPEB roster.

The meeting concluded with the announcement that the 4th Quarter RPEB Meeting will be held on December 5, 2025, in Metro Manila. (Janeal Krayjn Rebutazo)
